Upgradation of Contractors

GUIDELINES

1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.

2. Then the applicant needs to login with the credentials, by clicking the Login Tab.

3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.

4. Applicant has to fill up the form and upload the required supporting documents.

5. After successful submission of the form, an acknowledgement will be generated containing the application reference no. .The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.

6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.

7. After successful submission of documents, Upgradation of Contractors will be generated and the applicant can download it from the ARTPS portal. The same will be notified to the applicant over SMS and Email.

REQUIREMENTS

About Service in brief: Upgradation Of Contractors to any individual or legal entity either partnership or proprietorship firm or private or public limited company, in order to upgrade in any Tendering process issued by the Department, has to be first get registered in the Department and then they can upgrade.

Eligibility Criteria: The Contractor must be previously registered in the Assam Soil Conservation Department.

Supporting Documents :

1. Previous Registration Certificate.

2. GST Registration Certificate.

3. Up-to-date Trade license.

4. Up-to-date Labour License.

5. Up-to-date Bank solvency certificate.

6. In case of Partnership Firm:

o Firm Registration Certificate

o Partnership Deed

o Power of Attorney

7. In case of Company:

o Certificate of Incorporation

o Memorandum of Association & Article of Association

o Power of Attorney

8. Income Tax Return Certificate (Up to date).

9. Work order and work done/work completion certificates years demonstrating experience.:

o Rs. 50.00 L (Fifty Lakh) for up-gradation from Class-III to Class-II

o Rs. 100.00L (hundred lakhs) for up-gradation from Class-II to Class-I

Stipulated Time Limit : 30 working days.

Fees:

1. Service charge (through PFC/CSC) – Rs. 30.

2. Printing charge (in case of any printing from PFC/CSC) – Rs. 10 per page.

3. Scanning charge (in case documents are scanned in PFC/CSC) – Rs. 5 per page.

4. Application Fee – Rs. 500/-

5. Convenience Fee – Rs. 10/-

9. Police Verification Report/Valid Passport

10. Income Tax Returned Certificate (Up to date)

11. Caste Certificate (if applicable)

12. Previous Registration Certificate, if any

13. Work orders and work done/work completion certificates as prime contractor in other Government Department/Government Corporation/ Central Public Enterprise under Government of undertaking/Board/ Committee India reflecting nature of work demonstrating experience for last three years.

19. Qualification certificate (pass certificate from AICTE’s Approved Institution) and one Court Affidavit for un-employment)

Registration of Cooperative Society with Limited Liability under the Assam Cooperative Societies Act 2007

GUIDELINES

1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.

2. Then the applicant needs to login with the credentials, by clicking the Login Tab.

3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.

4. Applicant has to fill up the form and upload the required supporting documents.

5. On final submission of the form, applicant has to pay the requisite amount.

6. Once the payment is successful it will be forwarded to the higher officials for further processes. An acknowledgement will be generated containing the application reference no., the same will be notified over SMS and Email id of the applicant.

7. An SMS and Email alert is sent to applicant on completion of the service. The applicant needs to respond to the SMS and Email regarding completion of the service.

8. After successful completion of the service within 60 days, Registration of Cooperative Society with Limited Liability under the Assam Cooperative Societies Act 2007 is generated. The applicant will be notified about this over SMS and Email and the applicant can download it from ARTPS portal.

• REQUIREMENTS

Supporting Documents :

1. A copy of the proposed Bye-laws.

2. A copy of Proceeding of the inaugural General Meeting.

3. A List of promoters as per proforma available with the registering authority.

Stipulated Time Limit : 60 working days from the date of submission of application form, completed in all respect along with documents as per checklist.

Required Fee:

1. Service charge (through PFC/CSC) – Rs. 30

2. Printing charge (in case of any printing from PFC/CSC) – Rs. 10 per page

3. Scanning charge (in case documents are scanned in PFC/CSC) – Rs. 5 per page.

4. 1% of the Authorized Share Capital, Head of Account for Treasury Challan: : 0425 -Co-operation 00-101-0000-00-XP-V-GA-No.AS

5. Convenience fee – Rs. 10

Renewal of Establishment under the Assam Shops & Establishment Act, 1971 in Form O (BTAD)

GUIDELINES

1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.

2. Then the applicant needs to login with the credentials, by clicking the Login Tab.

3. After the applicant has logged on to the system , he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.

4. Applicant has to fill up the form and upload the required supporting documents.

5. After successful submission of the form, an acknowledgement will be generated containing the application reference no. .The application is then forwarded to higher officials for further processes. The same will be notified over SMS and Email id of the applicant.

6. An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.

7. In case, if there are any discrepancies or mismatch found in the online application, the applicant needs to makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.

8. If all processes are correct than a date is assigned for Physical inspection of the shops/establishment. The applicant will get notified about the inspection details over SMS and Email.

9. If all the processes are correct than the applicant has to visit the office of BTAD and has to pay the requisite amount. The mode of payment is through Treasury challan. The applicant will be notified about this over SMS and Email.

10. The certificate will be generated within 30 working days after the successful submission of the form without any faults. The applicant will be notified about this over SMS and Email. The Applicant then needs to download the Renewal of Registration Certificate from the ARTPS Portal.

REQUIREMENTS

Supporting Documents :

1. Attested copies of appointment letter(s) in Form G issued to each of the permanent, temporary, casual probationer, learner employees

2. The original copy of certificate of registration issued

Note :

3. Offline – The requisite fees should be deposited through treasury challan in the specified head of account “0230-labour & employment-101-Fees for Registration under the Assam Shops &

Establishment Rules, 1976”
